Strictly speaking, if it's an apostille, it doesn't need to be authenticated by the US State department; the whole reason the apostille treaty was created was to speed up the process. But if the country receiving the notarized document isn't a signatory to the treaty, then the CA SOS will authenticate the notary's signature and status rather than issue an apostille, and the processes after dealing with the CA SOS will take significantly longer. |
