As more anti-counterfeiting features are being added to driver licenses and state ID cards, more and more states are creating the in a central place and mailing them to the customers. The last time I went, they let me keep my old one without punching a hole in it or anything like that. In some states they issue a temporary license with a picture on it.

Some people who don't drive may be using a passport or passport card for ID. Those are renewed by mail and the old one has to be mailed in, so they'll be without ID for a few weeks.
