Yes, it's the oath of the credible witness.
"The credible witness reasonably believes that the circumstances of The signer are such that it would be DIFFICULT or IMPOSSIBLE for the signer to obtain another form of identification."
Since we don't know the circumstances under which the woman did not have current ID, there shouldn't be judgement on Yoli for accepting CW's. She knows what she's doing and the onus is on the CW's, not the notary. |
