100% correct.

Good deduction, VT. The laws in Texas take lots of absorbing in order to understand them. It took me years because they are not written in a straight, linear manner. You have to take all of the information in at once and look it over to get to the correct answer. In this case, the notary training and the notary certificate provide the correct answer.
