Bella - please read the language in the certificate provided by the TX SOS.
I agree with you that the LAW doesn't state the procedure is necessary but the TX SECRETARY OF STATE has the authority to clarify procedures. They have produced the certificate we are to use.

You can find this standard, statutory certificate with the only acceptable language for making certified copies at this link from the TX SOS:

Then, I suggest you call the SOS and tell them you disagree and why. They are the only ones that can tell you it is okay not to make that copy yourself. The AAN is only complying with what the Secretary of State has said.
