Yep, I remember seeing that statement in older Handbooks, too. Perhaps it was one of those things that the SOS at the time felt was important to spell out because it falls under other, broader law covered elsewhere? Just a guess.

I think Roger put the issue perfectly in his post below, not surprisingly.
