I too am in Northern Cal and I have been asked a handful of times to notarize people who changed their gender. The first time, I was perfectly happy and willing do help, but I did have a minute trying to figure out which pronoun to circle on the acknowledgment only to realize that in fact, circling isn't necessary anyway. Once I got over that hurdle, all was easy.
Maybe those 2 other notaries had the same hesitation? Maybe it wasn't a morality issue but one of execution?
