Geez, maybe I'm missing something here.

You don't need a notary to get a TIL signed.

Why doesn't the SS or title simply fax them one and they fax it back.

I've had it happen (not the same set of circumstances as you) and the above solution was used.

Methinks the SS is making a mountain out of a molehill.
