Payment per seal to state??

PaigeTurner stated "you pay the state each time you use your seal (where I live anyway)." I've looked at quite a few state laws and rules, so I could write to my representatives and senators in VT about the law change currently going on. I haven't seen this sort of rule in any state. I can't even imagine how that would work.

Could you point to the law, rule, or state web site that says this?
