The only thing I could assume is the LO just taking shortcuts and doesn't want to get approval and their attorneys involved in writing one up. There could be an extra filing fee changing the CD, and just think they can skip over the dementia aspect. Young LO who doesn't care, just get it done by any means by a notary who overlooks it.
It's not that hard to draw up a specific lender POA for this transaction and have him sign it, IF he can still sign it.
I'd pass on this one.
