Re: Virtual personal knowledge?

So with RON the notary has the capability to override the identification process? As in VT Syrup's and Brenda's case because of prior personal knowledge?

Are there safeguards in place to protect from any unethical notary claiming same privilege?

(note: California does not allow RON nor does it allow personal knowledge)
