Where are you in California? Well I'm in San Diego and went to my city hall (also valuable info for any newbies starting up in SD).
I've also done a search on this forum for any previous discussions on whether or not a BL is required and have come to the conclusion that nobody really knows, but it's a really good idea to have one JUST IN CASE.
Check out this website: http://www.sandiego.gov/treasurer/businesstax/index.shtml and see if that helps. Of course I don't know exactly where you are, but it might give you some ideas. I think I paid something less then $80 for my license.
Some signing companies like to know whether you're licensed or not so it might be a feather in your cap if you actually took care of it. At least for me, it wasn't a lot of trouble at all.
I think the hardest part with filling out the application was trying to decide if I wanted to "name" my business. I think LEE Mobile Notary Services sounds a little funny and I wasn't too thrilled about having to file a fictitious business name so I registered myself as just myself. =)
