From the Handbook:
"Jurisdiction
District of Columbia commissions can be used only in the District of Columbia. You
may not notarize documents in Maryland or Virginia, or any other place that is not DC.
The person for whom you are notarizing a document must be in your presence in the
District of Columbia at the time the document is notarized."
