Answer to your question:
Most of them border on illiteracy. Sentence structure, grammar, writing, organization are waaaay over their heads. They are incapable of communicating in an understandable manner. And they don't even realize it. At least enough to perhaps hire someone who can effectively communicate what they want done without yelling in 72 point type, all with verb-subject disagreements, dangling/misplaced modifiers and non sequiturs that leave us squinting and asking: "HUH"?
