The article says "“Although the California Secretary of State's office cannot determine whether or not notarial services provided are deemed essential during this pandemic, California Notaries Public are not prohibited from performing a notarial act during a shelter in place order. "

It goes on to say the CA SOS won't take administrative action against any notary who chooses to do notary work under a Stay-at-Home order. But they do NOT state notaries are essential personnel.



And again, your second link - Mnuchin's Memorandum does *not* mention notaries or mobile notary signing agents at all.
