If I understand the CA and FL laws, it's up to the credible witnesses to swear "the credible witness reasonably believes that the circumstances of the signer are such that it would be very difficult or impossible for the signer to obtain another form of identification."
If I were the credible witness, I would take into consideration the fact that a person is not required to have a government issued photo ID unless the person is going to do something that requires such an ID, like driving a car or boarding an airline flight. If the person didn't know that the birth certificate, marriage license, etc., wouldn't be acceptable for the notary until shorty before the notarization, and didn't have any other reason to have a government photo ID, I'd swear it would be difficult or impossible for the signer to obtain another form of identification.
