In Ca., Title Companies are regulated by California Department Of Insurance. You can try to file a complaint about them. http://www.insurance.ca.gov/01-consumers/101-help/index.cfm

You might want to inform the EO that will have to file if not paid abd see what the new response is. Never tried it myself. I guess it depends how upset you are
