| Because article 3 of the law says that any notarization performed by a notary in another state has the same legal affect as if performed by a notarial officer of this state. In other words, there is no longer any reason or requirement to use a CA based notary for CA based signers. So, in seven years, the independent CA notary will likely be all but completely wiped out.
