That's pure laziness (or incompetence) on the part of the hiring party, IMO. If they can't bother to take a few more minutes to enter some more details into a software program to at least target the right folks, then they don't deserve ANY cut of the notary fee - let alone all of it, if they're one of those who don't ever get around to paying...
