I had the same reaction when I saw Oxnard on the list. I thought: Montecito or Santa Barbara maybe, but Oxnard?? And what about places like Palm Beach, for that matter?

Or maybe the key is when they said "liquid" assets as a criteria... I'm guessing the truly wealthy have their wealth invested differently, so a lot of it may be in the definition and selection process.
