| I just had another thought... they might be referring to "areas" labeled as SMSAs or Standard Metropolitan Statistical Areas, as used for all kinds of demographic studies and research. The SMSAs tend to lump areas together in strange ways sometimes, as I recall. (It's been a very, very long time since I've had anything to do with that stuff.) |
