Old Rule just not enforced

Rule is that ONLY papers may be put in a letter envelope. This excludes staples, binder clips, etc. I owned a mail and parcel center for 16 years and never once was a package sent back or up charged because it contained paper clips. The purpose is to prevent people from using letter envelopes to ship parcels, keys, clothing or other non letter items. All other items should go in a pack or a box.
