Ya that's what is puzzling me. I wonder if this is not a judgment but rather a mechanic's lien or something where someone is filing a petition.
Someone could independent of an attorney file a petition. Then this would be recorded. A date would be set for court. It does not become a judgment until a judge makes it so.
A mechanic's lien can be initiated and recorded but until further action is taken this does not go before a judge for the possibility of a judgment.

I used to supply a publication to financial institutions in which I pulled all this sort of information from the courthouse.
