I think the paper has to be good enough quality to be legible and to go through a scanner. I don't know (I've never worked in that end of the process), but I'd be surprised if much of all this paper we generate get saved beyond getting scanned into some computer database somewhere. (Please correct me, if I'm wrong.) Even if it does get saved, it is likely to go into a file, never to be looked at again.
