A fair number of those notaries work for corporations and are not loan signers. A number of them are retired and do it in between tee times. Only a handful like myself actually go to the state classes which are free and not mandatory.
I don't know where you get your stats, Joan, but as of 2016, when they conducted the latest census, the population was 6,927,347.
The quality of life in Arizona is higher and the cost of living is lower in Arizona.
