TPIC (MD) Appointees - Truly Independent Contractors?

Not sure how to frame this question to MD notaries but Is working with third-party services allowed? If TC works only with appointed contractors it seems that the "appointment" would eliminate (or prohibit?) another entity from hiring and/or maintaining the notary's bond, Title license, etc.

I know much is being discussed about what credentials and private notary info hiring parties should have. Just trying to understand the TC relationship with its "licensed" notaries.
