I'm sure you communicated to him that his behavior was Unacceptable. That's the important thing. Any uneasiness was understandable and surely needed the hiring party's notice (review or not ). He crossed the line.
It helps to understand what the "situation" was - and When during your interaction it occurred. After all that, he wanted to give YOU a bad review! His conduct says it all. Crazy.
