Preying on the elderly

Does anyone know where to report predatory companies that prey on elderly people. I was hired to do a job for ACRO debt settlement. The paperwork revealed the company was going to charge an 82 yr old woman 4,400 (on her credit card) for literally doing nothing. I She didn't even know she was being charged. I didn't advise her but I read the contract to her and explained her debt was increasing by 4,400. I asked her point blank if she understood and she said no. I left and took the paperwork with me. I know they will send another notary and it really upsets me that this unsuspecting lady is being had.
