Who ordered the first appraisal? Most states, the buyer always pays for the appraisal. As realtor, I can tell you that if they called for a third appraisal that one would be different yet. The purchase agreement was signed in the first place or an appraisal would not have been ordered. When the first one came in good negotiations are over until an inspection is done and then reopened based on inspection issues only. During that negotiation time the buyers can still walk away for any reason using the inspection for an excuse. After that is closed the only way out if financing problems. Some one isn't doing their job correctly I would say. Second appraisal should not have been allowed by the sellers agent when requested.
