Why not get a bunch of us notaries together to pen an open letter/open declaration addressed to the administering authority notaries in each state (IE the Lieutenant Governor's office here in UT) with concerns, demands, etc.? It often works for other industries where the actual workers of those industries, lacking a professional union representing them, the workers themselves organize to communicate with the authorities.
