"An apostille (which simply certifies the validity of the notary's commission - and, of course, won't be applied to an improperly executed notarization) is only completed for documents going to countries which are parties to the Hague Convention …. "
Per California SOS under the Apostille FAQs:
"2. Does the California Secretary of State issue an Apostille or Authentication Certificate? The California Secretary of State issues a single Apostille for documents to be used outside of the United States, regardless of the country of destination."
