Were there events that resulted in this new legislation?

How many convicts are being released in your state due to COVID-19?

Wonder how this came about and how long has it been in the works?

I don't remember how long CA has required background checks every four years, but I do believe at least 20 years.
California law follows the FCRA's general seven-year rule as the limit for reporting most negative information on an employment background check. In California, criminal convictions can only be reported for seven years unless another law requires employers to look deeper into your background.

I'm sure other states will enact similar requirements in the coming years, given the current events across the country.
