You quoted " (like not fill out a Patriot Act form but included copies of both of the second signers IDs.)" What? It's always been my understanding that the NSA completes the US Patriot Act form." The first notary filled out both forms.... leaving no blank form left to fill out... giving copies of the IDs was all Janet could do.. Perhaps you misread it?
