You got it right Yoli. Here is a CA newsletter dating back to 2015:
"The identification must contain a photograph and description of the person named on it, be signed by the person, and bear a serial number or other identifying number. "

The passport book has a place for signature the card doesn't. My wife was declined a permanent I.D. at our CA DMV when she brought in her passport card.
This topic made me check a couple of passport book I.D.'s I recently accepted for a loan app, and guess what? No signature, but we're not bound by notary law. Still, I wonder if UW (where it's at right now) will check me. If so, I will let you know. Simple to get a signed copy if need be and I know the couple. A smarter then me CA notary on the other hand will request the customer sign the passport book if using for I.D.
