Exactly. Every time there's a slowdown, new ones come out of the woodwork and the old ones reappear. They assume notaries will be either ignorant or desperate enough to try anything to generate more business.
I'm guessing they always find a few victims, sadly, because we nearly always seem to hear from someone who decided to give it a try, changed their mind, and couldn't even reach anyone to try to get their money back.
