Also, in FL I found online that facetime is acceptable to witness. Again I am not sure if EO can be that. I am in a no witnesses state for real estate. We have witness rules in my state where a notary here cannot be a witness on a document that she or he notarizes.

I think you just have to use your judgement which you did. I think the EO should have met you at the appointment due to the special circumstances. However, I don't know if it is okay for EO who's name is on the transaction documents to witness because they are a party to the transaction. That is another issue.
