I had a title co AND borrower get nasty with me over the same issue a couple months ago. I told them to kick rocks. I'm not sending back a notarized document with blank witness lines for you to fraudulently sign after the fact.
They found another notary who did it. I pulled up the recorded deed two weeks later and saw the witnesses listed are title co employees from states away.
I went back and forth for a week trying to decide what to do/not to do. Talked with a few other notaries about it. Ultimately decided to report the notary who did it. At the end of the day, our job is to protect the public from fraud. They're putting the public at risk by breaking the law. They are experienced, have been in the business much longer than I have, and surely knew better.
That was a couple months ago, the investigator called me last to confirm my statement. Was this the wisest idea? Probably not. But I don't regret it, even if it comes back to bite me in the end.
