When did Wisconsin change to blue ink? La Crosse County and all of the other counties I did business with always required black ink in Wisconsin since I started my business in 2002. I know I called one county a couple months ago and they said they would accept blue now when a title company asked for blue. Or are you only speaking since COVID?
