I would read the actual law, available at
https://statutes.capitol.texas.gov/Docs/GV/htm/GV.406.htm which states
"Sec. 406.016. AUTHORITY. (a) A notary public has the same authority as the county clerk to:...
"5) certify copies of documents not recordable in the public records."
The problem is there may be other laws outside the notary public section that affects how you would certify copies. It's also possible the Secretary of State may have adopted rules about this, or there may be relevant court decisions.
