I looked through the form to ensure that it was complete, filled out my journal and completed the notary certificate. Easy peasy. He told me that I was the third notary he contacted after the first two refused to notarize his signature on a VS-20 form. This is a form to request a copy of a birth certificate. Their reason for refusing? Because it is in conjunction with a gender change.
News Flash -- in the state of California it is illegal for you to refuse to notarize a signature on moral grounds!!!!!!!! You did not stop him from getting this handled. And yes, he has sent in a complaint with the SOS and has spoken with someone from that office. If they haven't contacted you yet, they will.
