I think my reaction to

"Not my place to check if the ID is fraudulent.
It is my place to check the person in front of me has a proper ID."

was similar to canotaryhere. The law in Vermont about what kind of ID I can use is

"a passport, driver’s license, or government-issued nondriver identification card...another form of government identification issued to an individual"

To meet this requirement, I believe it must actually be a government issued identification, not just bear a general resemblance to a government ID. The law in my state does not specify exactly how much care I should use to check that the ID is authentic, but I think at least a reasonable effort is expected. I don't think using a black light is customary or mandatory.
