They do that when they have time to do it. On a last-minute closing they don't have the time so they tend to be a bit more proactive. If they do have the time they'll go up in $5 increments every half hour or so until someone bites on it.
When I choose to participate in such games, I just counter with the same fee each time. I haven't gotten one yet by doing that but I refuse to do any job for a rate below a certain level. I'm not going to cow-tow to their silly games when there's no chance I'm going to get a fair deal.
