Mailing in a passport application is only available if it's a renewal. Mail renewal is not available for children under 16, because they must appear in person with both parents, or the absent parent(s) must complete DS 3053 or provide a notarized statement containing the same information. Children 16 or 17 years old must usually appear in person, but only need permission from one parent, and a simple unnotarized note from one parent may suffice.
