I can't imagine the TC would say the TIL wasn't signed if it was, perhaps you somehow missed it. These things can happen if you don't triple check the docs before sending them back. I would never have left the document for the borrowers to sign and send back on their own....it is your responsibility and if that means getting up in the middle of the night to meet with them then that's what I would have done.
You'll have to explain to TC and see if they have any other numbers for the borrowers so you can reach them.
