Everyone is State-At-Large unless you specifically apply for Special Commission. I personally do not care if you have a KY commission or not. I am sure it would not be an issue if you were a KY landowner. But it does read that you must be primarly employed or a resident of Kentucky.
From the website:
What are the qualifications for a notary public? A notary public must be eighteen (18) years of age, a resident of the county from which she/he makes application or be principally employed in the county from which he/she makes the application, of good moral character and capable of discharging the duties imposed upon her/him by law.
