Illinois Gov to propose bill to rid NSAs of their duty.

I just got an email from an NSA that I chat with regularly up North by Chicago, and she told me that the Gov is trying to pass a bill to weed out the NSA in our state. He wants to make sure that everyone is getting a "fair loan" and make sure they close at a TC. I am not sure why he thinks that an NSA stepping in makes it an "unfair loan process". I only see this as adding more cost and making it more inconvenient for the Borrowers. Does anyone else know more about this??? I am researching it now but wanted to check here for any knowledge also. Thanks for any info.
