I think the schedulers get a bonus for getting a notary

to accept a low fee. That has always been my take on it. There is no way that these people sit and make all these phone calls for rejection after rejection if there is not something in it for them.

Kind of like telemarketers...they make $8 per hour but if they sell you something they make a $10 commission.
