Impeachment is a political, not a judicial, process, and the Senate draws it's own rules. There is little resemblance to a trial, certainly not a criminal trial, where the purported purpose is to arrive at the truth. Though there may have been a nod in that direction in the two previous impeachments, the thrust this time appears to be to arrive at an acquittal by the quickest route available.
