An Apostille simply verifies the notary and the notary's status.

Insofar as the document(s) signed by signer, it's up to that signer to ascertain what the receiving party requires. As per Cheryl's suggestion, perhaps the German Consulate would be a great place to start to decipher this. I'd suggest a phone call first in case they require an appointment. If Cheryl wishes to assist signer further:
