Minnesota Notary Public Application
Download and complete the application according to the instructions provided. Review the application for completeness and accuracy before mailing to the following address.
Office of the Secretary of State
60 Empire drive, Suite 100
St. Paul, MN 55103
Make sure to include a check or money order made payable to the "Office of the Secretary of State", in the amount of $40.00, to cover the application fee. The office of the Secretary of State advises that you not send cash through the mail.
Step 2: Receive your commission certificate and register with the county.
Upon receipt of your commission, you must register it with the county. Your resident county name and telephone number will be listed in the instructions portion of your commission certificate. Call the county for directions to the appropriate office to register with and for any fee inquiries. The commission of a non-resident notary must be recorded in the Minnesota County that borders the county in which the non-resident notary resides.
Step 3: Order your official seal and other supplies from Notary Rotary, Inc.
Upon receipt of your commission you must purchase a Minnesota notary seal stamp. While Minnesota law does not require a journal, it is prudent of a notary public to keep one. The Minnesota journal is used to record all notarial acts performed, which could include the date and time of the act, the type of act, a description of the document, signature of each principal and circumstances for not completing a notarial act. Please visit our store for your official seal stamp, and any other supplies you may need, by clicking on the following link: Minnesota Notary Supplies
